**Brief Introduction of Shenyang New and High Tech Industrial Development Zone**
Shenyang, a famous historic and cultural city, the window of Chinese industry, is situated in the central part of North-East Asia, to many important cities of Japan, R.O. Korea, D.P.R. Korea, Russia and Mongolia in almost the same radius. Shenyang is the political, economic, cultural, and information center and communication hub in Northeast China. From a view of the comprehensive economy capacity, Shenyang listed the fifth place in China. With the development of China’s opening up, Shenyang attracts the world attention for its special situation, solid industrial base, huge potential in science research resource, flourishing commercial operation, tourism resource, convenient traffic and communication, is becoming one of the most attractive cities for investment in the world.

Shenyang New and High Tech Industrial Development Zone is located on the southern part of Shenyan, Occupies a space of 34.2 square kilometers, consists of China Computer Town, Hun’nan Industrial Zone, Nanta Industry Experimental Zone, Public Bonded Warehouse and Processing Area. In the industrial zone there are Shenyang Science and Technology Industry Park for both sides of the Straits, University Science Park, Re-visiting Scholars Creation Park, and Environmental Protection Science Park.

Approved by the State Council in 1991, to be a national new and high-tech industrial development zone, the development zone becomes an important base in Northeast China, on developing IT industries, optical-mechanical-electrical integrating industries, biological pharmacy, new materials, new energies, environmental protection industries, etc. by rooting in the solid industrial land of the city, relying on the strong academies and well developed market system. The development zone is also fostering high tech enterprises, attraction investment from various sources, cultivation new technologies and high-tech industries. Since 1988, 12 billion Yuan has been invested in the zone; the zone yielded 57 billion Yuan in tech-industry-trade revenue. Over 3000 enterprises have located in the zone, 921 of them are new and high-tech based enterprises; nearly 600 are foreign funded enterprises. Contractual foreign investment has topped 910 million US$.

The development zone takes an active and enthusiastic part in developing friendly relations with foreign countries while establishing its first class environment for investment. Lots of foreign friends come to visit the zone every year for technology exchanges and cooperation negotiation. Many famous multinational companies have invested in the zone. The administrative committee of the zone has establish friendly park relations with science parks in Kanagawa County Of Japan, Tempere City of Finland, and Quebec Province of Canada and has also established joint ventures or co-operation relations with 38 countries and regions. Foreign invested enterprises are growing in the zone vigorously and rapidly.

In order to speed up the development of the zone in 1988, Shenyang municipal party committee and Shenyang municipal government decided that the zone should practiced an independent and unified administration system and execute the authority in municipal level, to guide the social development and economic operation. The “one-stop” administration and service system, which is the international practice, has been further perfected by this decision in the zone.
